It's 9:00 AM. I'll be arriving around 5pm this evening. Does it matter when I call today?

Best time I would say would be early afternoon - 2-3PM - when rooms have been vacated, cleaned, and waiting for new occupant. 800-Checkin can only check you into rooms that are available, I believe.

I am usually told they don't accept phone check-ins before 10:00 AM. Even then, they frequently tell me to call back at noon, because the room upgrade I've requested is not yet available.

You request an upgrade? I have just been calling and checking in. I've been upgraded each time. Do you request something more specific than any upgrade?
