Hyatt Gold Passport - Limited Diamond Upgrades at LA Park Hyatt

In the past month, I've had the opportunity to stay at the LA Park Hyatt on 3 separate occaisons, most recently this past weekend for 3 nights. At all times the hotel was pretty empty, and I was staying on a corporate, but not greatly discounted rate. As a Diamond, I was given a 'Park Suite' each time, with the usual amenity card & certificate for continental breakfast. I really liked the property, but did notice that while my suites were ok, they generally were small, with little or no view. This past weekend, (when staying for 3 days) I asked the desk about upgrades for Diamonds, and was told they only give a one level upgrade to my smaller Park suite for Diamonds, anything more and I would have to pay at least an extra $100 per day for the next level (Executive Suite)! Was I under the misguided impression that Hyatts upgraded to the best available room?-- Or is this just a policy of this property? Just to make sure about this I did check back at the front desk a couple of times with different agents and was told the same thing. I was a bit perplexed given the comments of Diamonds receciving large corner suites here. The 'suites' I given all 3 times were very reminisant of the Marriott Suite type rooms (2 small rooms connected by french doors).

"Best available room" doesn't apply to suites @ Hyatt, only @ SPG. However, individual Hyatt properties seem to have a lot of flexibility in interpreting this promise, and some do upgrade Diamonds to suites quite regularly (although quite rarely to "specialty suites"). Resorts like Grand Cypress, Kauai & Maui give all Diamonds access to their Clubs, but will only provide suite upgrades when full or when the member is celebrating a special occasion.
