Budget Travel - Best time to travel to princess Julianna

I want to go to princess Julianna for my 30th bday in feb, but I'm trying to see when it's the cheapest time to go from San Diego..any assistance would be great..that's my dream vacation to lay on the beach and have 747s fly over me:)
