Hertz - Does Gold Choice mean fewer upgrades?

I've traveled at a few airports with Gold Choice recently. I'm Pres Circle and it seems my upgrades aren't as good. Is Hertz using this to give some illusion of choice and value or is this just an anomoly that I'm experiencing. The Gold Choice line was fully of crappy Nissans today, so I don't get why it would be some benefit, but I'm worried it's reducing upgrades.

I have noticed that they consider going from F to YF or F6(camry) an upgrade for PC's now a lot.

Which isn't a proper upgrade. F should result in a P upgrade.

Personal experience, GC is a joke. Rarely more than 2-3 cars, and none worth the effort (e.g. Camry, Crown Vic). Fortunately, my preferred reserved vehicle is usually available (Maxima).
