Sounds to me like the e-mail upgrade program but some details are strange.

This really sounds weird and fishy. In part lacking crucial details - was the upgrade price stated? Did the supposed AF rep leave a message or spoke directly with the passenger? The story is compounded by the passngers' total lack of experience with flying internationally....

What is fishy about this? The woman gets a call from AF if she is interested in a paid upgrade to C. She declines and later tries to call back and ask for it.

During which time AF propably called other people, who did respond positive and therefore C cannot be offered anymore.

We all know that these upgrades are not proposed to specific persons rather then at random.

The fishy, i.e. suspicious, part is the description of the events in the blog titled "Air France offered us an upgrade — then it didn’t." While kevinflyaway reconstruction seems plausible, the way how it's depicted in the blog does not concur with his reconstruction. Moreover, the paid upgrade program by AF, according to the AF FT forum, has not been associated with direct phone calls, but only wih email offers.

We all know that these upgrades are not proposed to specific persons rather then at random.
Apparently the affected passenger in her utter inexperience believed that the paid upgrade will be waiting there until she makes up her mind.
