Hertz - Gold choice and one-way rentals

Sorry if this has been answered before...
Gold choice is still valid for one-way rentals, or some gold choice cars are restristed for returing to the same location?
Also, how the NeverLost navigator addition works out with gold choice? Some cars in gold choice area already have a navigator, some don't? You are charged more for the navigator in this case? Otherwise, you need to ask them to install one in the car you liked from the gold choice area?

For one-ways, you can still choose from Gold Choice.
Unlike other rental companies, Hertz does not have individual GPS units to install in cars the customer chooses. The cars either have Hertz NeverLost pre-installed, or they don't. If you want a car with navigation, Hertz will limit you to one of the cars with this built-in feature.

I still don't quite get it how this scheme works with Gold Choice. Does this mean that if I reserve NeverLost, then I severely reduce the car options in the Gold Choice lot (to half, or even less)?
On the other hand. What happens if I didn't reserve navigation, and I find a nice car with NeverLost pre-installed in the Gold Choice lot? Must I pay the extra NeverLost fee if I want that car? Or it comes as a free upgrade?

This happened to me at SNA or SFO recently (I can't remember which). I just told them I didn't want it, and it wasn't reserved when I made the reservation. I wasn't charged for it.
I've grabbed a gold choice car with NeverLost on multiple occasions now and have didn't have to pay extra for it because I did not reserve it.

i was informed by the exit booth that getting a CAMRY (F6) with a Full-size reservation would considered as an upgrade, and would cost me an $25 extra per day. Anyone have idea about it? Are they really going to charge me that? Or, whatever car among the gold choice will be considered as FREE UPGRADE?
I was at LAX.
