Yes, definitely available, and can be helpful during busy times. I have always arranged it through the hotel though -- which is probably the easiest way to arrange this in any case.

Yes, brought quietly to the head of the line to purchase visa and same thing through customs -- so can save a considerable amount of time when DPS is busiest.

As far as I know its still available, but can't say for certain.

About time! I am still irritated by a S$30 charge for a single night's internet service at FS Singapore a couple of years ago.
