KLM Flying Dutchman - lost luggage SFO-AMS-NBO, charged over $600 in fees

One of my young colleagues is in Nairobi after a long trip from SFO. As she has no status, KLM charged her $625 for 3 large suitcases. Then KLM lost them and can't seem to locate them.
The bags contain equipment we desperately need for our healthcare NGO project in Western Kenya.

What advice can y'all give us for high level contacts at KLM that can make finding our stuff a priority?
