This is just a curiosity question and of no practical value !!

Im on a flight to London next week. EF has all fare buckets at zero except C2 and Z1. Does anyone know practically what this means? So even though the flight is full they have reserved one of the last business class seats for an upgrade? That seems odd - but z is the upgrade class isn't it as opposed to a revenue class?

Just interested in what it means.

It could mean the flight is oversold in economy and they are expecting to be upgrading quite a few economy PAX. However, in an effort to maximise revenue, they are prepared to sell a 'higher value' seat, even if it means re-accommodating an economy passenger.

it can also mean that they allow up to two pax booked on C to switch their ticket... which is only fair that they have paid that much more to buy a flexible ticket to start off with.

Z class can also be a revenue class fare... but I am not 100% sure if that is the case for long haul. I have a few TT bookings in Z and I have paid hard cash, not even APD for these

Z is a revenue class - deep discount business. Likely there is also inventory in D if the flight is C2DnZ1. The airline is obviously expecting to sell additional business seats (or the likelihood for an upgrade clearing is good, if Z is still around near flight time).
