Club Carlson - how to tell eligible stays

I'm looking at a 20% advanced purchase and a 15% discounted rate on the radisson site. Are these rates point earning? Neither discounted rate specifies whether or not you earn points.
The "Best Available Rate" which I assume is point earning does not specify that it is. However, some rates, such as "Business Class Room" do specify that the rate earns points.

I have always earned points and nights on every stay, including stays that were paid for using points and cash. While I guess it's possible some promotion woud not allow you to earn points, I've never seen one and it would be very surprising.

In my experience, almost all rates (unless specifically specified) I booked on CC/Rad site qualified for points. (Adv. Purchase, 15% disc, P&C...)

In my experience when viewing rate details under the price on the booking page you'll see an instructions section. Here is where it will say that a rate does not earn points. I have only seen this on award stays in my time, but I have not looked at rates that do not apply to me either.

Do nights booked with OTAs such as Orbitz and Expedia accrue points? How about opaque sites such as Priceline and Hotwire?

AFAIK, no they don't qualify for points/stay credit.

I once saw a special discounted rate of 30% off which did not earn points.
As tenmoc pointed out, in the rate details, the website will tell you if it is a points earning rate.

Almost every rate shown on one of the Club Carlson sites will earn miles. . . but I don't believe rates booked on third party sites do.
