Probably a technicality due to bilateral air transport agreements that may limit the maximum allowed scheduled frequency by carrier. Is this going to stay even after JAL begin with their metal?

Aren't the real charter flights AY1??? or something along those lines? This one is AY071 and AY072.

Yes, those numbers are clearly referring to normal scheduled service. This is very welcomed and good news! ^ for AY on this one.
