I have a layover and I'm looking for the best place to eat IN the airport. Don't care where or how much, just want the absolute best food during my short stay in Korea.

You gots to be joking..."best food" or good food in the airport.
Everything is basically pre-made. Try the various korean traditional restaurants, but it's still not gourmet food though.
If you have time to leave the airport...go to Hyatt, which is about 15-20 minutes away (probably less) and dine at one of it's nice restaurants.

The Walker Hill restaurants are actually quite good - I sometimes go there for the free meal with my Crossmile card.
They are just above the check-in area at the opposite side of the main entrance.
