What about being able to procure a tourist visa at an Ethiopian embassy not in your country of residence? Will that still be possible?

The VOA is being canceled. It has not been officially announced yet.
Last week I called the embassy in Washington D.C. and was told that the VOA is being canceled. Right now I am in the process of procuring a 2 year multiple entry visa which is available for US citizens obtaining their visa in the US. Citizens of other countries with resident/work permits may obtain a 3 month multiple entry visa from the embassy.

Last week I called the embassy in Washington D.C. and was told that the VOA is being canceled. Right now I am in the process of procuring a 2 year multiple entry visa which is available for US citizens obtaining their visa in the US. Citizens of other countries with resident/work permits may obtain a 3 month multiple entry visa from the embassy.
I called the LAX consulate and at first the agent said one can get the visa on the airport but when I mentioned internet rumours she put me on hold and came back to said that it is better to get it before departure. She sounded unsure. I looked at the DC and UK websites and the VOA facility is still listed with no mention of cancellation.
I tried calling the DC embassy and nobody picked up. My parents have already left for India and will be transiting ADD on the return.

Well, I was in Ethiopia last week (23-25 April) and visa on arrival was working as usual. No idea what triggered those rumours, but at least for now that is all they are..

Update from Dec 2012: As all of you mentioned, this was a quick and painless process.
As soon as I landed, I proceeded to the ET counter. They simply scanned my boarding pass and then gave me a hotel voucher and a small laminated card that said something like "transit visa". When I got to passport control, I simply handed over my passport and the card to the officer. He took the card, stamped my passport with an entry stamp and handed it back to me.
