Budget - 21-24 Surcharge Waived With Costco Rate

Does budget waive the 21-24 surcharge if you book with a Costco code? I don't see anything about it on their website, but heard somewhere that the surcharge doesn't apply with the Costco rate

If the website doesn't say so, don't count on it. There have been other discussions here about Avis/Budget being historically less interested in the underage business, especially for retail customers.

The only sure way for a retail customer to waive the underage fee is with Hertz's Underage Coupon or Gold Family CDP, described in the appropriate section.

If you book it through costcotravel.com yes, there is an extra charge for underage drivers. I called them when I was looking to book a car last month, the friendly operator said that the company will charge you when you rent it.
