Air New Zealand Air Points - which PE seats on 777-200 for 2 adults and 3 young children?

Hi
Planning on travelling in PE HKG - AUCK - HKG - 2 adults (one 6ft 3) and 3 children aged 6, 6 and 3.
Could someone please give me some advice on which seats we should request. Would row 23 make most sense - seems like extra legroom but immoveable armrests might offset this if seats are already quite narrow? Are centre seats better than a-c or h-k?
I know PE on these planes is not highly rated but as the incremental charge over Y is pretty small then figure it's still go to be more comfortable than y yes??!!! Upcost to J is just too much, and really wasted on the children anyway!

Return from NZ to UK via Hong Kong on B777-200, Premium Economy. The seats are constrictive and uncomfortable with high plastic arm rests built to enclose trays and thinly padded seats. The footrests are almost inoperable and when you do manage to struggle to position them are far to short for use and almost impossible to retract. This class is not worth the extra. Crews on the UK leg proved more attentive efficient and safety conscious. On the return journey from HK to NZ a group of passengers were allowed to congregate and drink in the galley for about 2 hours making a good deal of noise that kept others awake.
