I just watched this documentary on my last Delta transatlantic flight. In it, it documents the thriving illegal shark-finning business in Costa Rica, a country which prides itself on environmental preservation. It made me want to avoid the country altogether because of it. Anyone seen the movie and can comment?

Haven't seen it... but given you acknowledge the activity is illegal.. and not (for instance) Government sponsored/authorised/condoned..
..why would you take your business elsewhere?
Does the movie prove the Costa Rican authorities are turning a blind eye to it?
(In which case I could understand your desire to avoid the place)

It is not a matter of the government turning a blind eye. The illegal activities are done by CR fishermen; these illegal activities are occurring on the high seas out of Costa Rican waters.
After the "catch" they are sold on the high seas and the fishermen return to CR without any illegal substance on their fishing boat.

Saw it, very interesting documentary, unfortunately this kind of thing is not only being done in CR.
