Arriving NRT on a Saturday late morning.
Departing HND the next morning 6:55AM for international.
I plan to stay out late in Tokyo but not sure of transportation to HND (Besides taxi) for the early morning flight.
Is recommendation to stay near HND (easier commute in AM) or is there public transportation available 24/7 or very early morning hours for flight?
If any recommendations on reasonable cost (non-hostel) lodging that works is appreciated?

I would just take a taxi from Tokyo in the morning. Trains won't run until about 5am. It's easier and you don't have to rush around like a mad man.

For hotels, just look under "business hotels Tokyo." These are no-frills hotels (not hostels, not capsules) with mostly single rooms with private bath. Think "college dorm room." Some include a breakfast buffet. Tokyo has scads of these.
If you stay in the Shinagawa area, which has direct access on the Narita Express, or points south, the taxi ride should be short and relatively inexpensive.
Here's the Wiki Travel for Shinagawa, including a couple of hotels in each price range:

I'd be surprised if the OP would have the time to indulge in a breakfast buffet and make it to his 6:55AM international departure on time...
Unless you have some important business meeting on the day of your departure, I'd just forgo a hotel, go meet up with 5khours, and party in Roppongi until it's time to leave.

I was going to say the same thing, but since it's Roppongi I thought Hailstorm, you would probably like to be the tour guide

You, me, and about 15 persistent Nigerians, should all show the OP a good time. Chicken Man 'til the sun comes up!

While you're still at NRT, ask the luggage delivery service people, who have counters right near the exits from customs and immigration, if they can get your bag to HND in time for your flight.
Never having done this, I don't know, but Japanese delivery service companies are capable of delivering to Tokyo hotels by the next day. Your flight may be too early for them, but it's worth asking.

Would do locker as simple duffle bag.
Any new buses offer overnight service to HND?

I don't think the luggage delivery people can do that, I believe their commitment is noon. But I've been wrong before.
Roppongi Hills has the Toho cinemas with shows going on all night (or most of it, a few bars, and food places. All of these within Roppongi Hills will be able to accommodate you and your bag. Very clean and safe part of Roppongi.
