Previously the zrh airport used terminal e for the observation deck, now they are using terminal b.
To get to e, you had to walk a fair distance to the entrance and then take a shuttle bus to get to e, when leaving there were fixed departure times. To get to b there is direct access from the third level of the departure building. You still have to go through security and the fee is still 5SF (free if you have a Zurich card). If you want to take the bus tour of the airport, you can go to the special window, after you clear the flight deck security, the fee for this tour is 8SF. Previously you could do either the flt deck or bus tour as separate operations.
[I understand why the e deck required passing through security, since one did have access to the e gates once you arrived at terminal e--I did not see any direct access to the terminal from the b deck--except (possibly) through the emergency exits.]
