Long story short, any car being operated in France after July 1, 2012 must have at least a disposable breathalyzer unit in the car. Failure to have one can result in an 11 euro on the spot fine. These units can be purchased at apothecaries, but it is reasonable to assume that they'll also be available at your local hypermarche in preparation for the implementation of this law. Expect to pay 3 to 5 euro for the kits.

When I saw this, I thought it was a requirement for ignition lock-out breathlysers.

No, just the disposable units.

I guess the intent is that people will use them to test themselves before driving if they've had a few drinks. Of course then, they will have to get a new one.

My guess is this is a way for cash-strapped police agencies to keep from buying breath test units...make the driver supply their own. Of course the results wouldn't be admissible in court, but it would give the cops cause to bring you back to the station for a court-admissible blood/breath sample after watching you use up your own breath tester. In Germany, this test costs the accused in the neighborhood of 50 euro to have his/her blood tested for alcohol.
