Flying Blue (Air France, KLM, and Other Partners) - Global FB 'Helpdesks'

Couple of questions,
Can you book an award ticket through any office, (instead of me having to call France or Holland ) ?
When the local office is closed for the day...can I call an office the other side of the world for help/assistance etc.?

I do this all the time. Like ring UK or the US from Europe when there is something I want to sort out after Europe is closed.
