Swiss International Airlines - Hold baggage returned at aircraft door (ZRH)

I flew LUG-ZRH-MAN the other day, and had a slightly odd experience disembarking at ZRH. Everyone had collected their "deliver to aircraft door" labelled bags and was waiting on the bus, apart from one guy who was negotiating with the ground staff. After a while (during which time the captain arrived to see what was happening), one of the baggage handlers pulled a carry-on sized bag from the hold baggage trolley, appeared to rip a hold baggage tag off, and gave it to the guy.

I was mainly annoyed because he was holding up my already tight connection, but surely this is a bit of a security issue? That bag was presumably screened in LUG as a hold bag, so could contain items that are prohibited on board. He was then delivered straight into the sterile part of the airport at ZRH, with a suitcase potentially full of massive knives and/or liquids slightly larger than 100ml...

Am I missing something here, or should this not have happened?

That definitely should not have happened. As you said, it is a major security lapse. I'm guessing they did it to get the passenger to shut up but still, security is everyone's number priority in these types of scenarios - even if it means putting up with an unhappy pax who can't wait to get his bag at the belt...

I guess it has to do with the clueless outsourced check-in agents Swiss is using in many locations. They do not know / understand the rules for carry on baggage and force you in their stupidness to check bags in unnecessarily.
I think the PAX ( probably also on a tight connex) tried to correct this and found somebody with a brain to help him out.

Legally you guys are correct, it was a clear breach of security rules.
