I'll have a 2hr layover, and was wondering if there was anywhere in HKIA that has hot water dispensers that I can pick up duty free or at least less than amazon.ca before returning home.

No idea about stores airside, but there is the appliance store Fortress in T2 landslide that probably has one. But do you really want one with 220V and UK plug? Also, a good one from Zojirushi or similar isn't going to cost much less than from Amazon.

Most of the general available ones in HK are 220V with UK plug configuration.
Where are you located? There are retailers in Canada that sell the 110V version of them at less than Amazon.ca prices with Canadian plug(power cords)

I got my made-in-Japan one in Toronto for $120 + tax. Made in SE Asia (not China) for 90.
There is an authorized zojirushi dealer in Markham (North of Toronto) offering online order, free ground shipping, for the same price if not less than amazon.ca . Of course if you shop in person, there are additional discounts if you ask. They also carry Panasonic and Tiger.
Not to mention it's not much(if at all) cheaper in HK, for a 220V model. 110V models are at a premium.
And a final not-to-mention, Walmart used to, and might still carry the zojirushi water dispenser. They made a big deal advertising in the Chinese newspapers that they carry the zojirushi water dispensers and rice cookers.

Thanks for all the feedback. On the west coast and in YVR quite a bit, so imaging there must be stores there that stock them.

If you are in YVR head over to the Richmond Chinese malls and check out the Chinese stores that sell small appliances. Every one of the will carry Zojirushi, Panasonic and Tiger.

To get best deal offer to pay in cash and compare shop. There are so many of these in such a small concentration (4-5 blocks) that as soon as they know you are comparison shopping on price in cash you will get to the bottom of the pricing in no time.

Place in Markham is called Galtak. That store is in a Chinese mall with other appliance stores and their prices are not that worse off. Probably with the shipping and credit card charge built-in. I checked in person.
Not sure about Richmond but in Toronto, most Chinese appliance stores(not Galtak) quote prices with tax included. Never hurts to ask "tax included, right?" I always pay with credit card. The 3% surcharge (often waived) with additional warranty and insurance is well worth it.
