Hilton HHonors - Hamptons - charging more for 2 people?

More and more I am seeing Hampton Inns charging a higher price per room night when two people occupy the room as opposed to one. Charges I've seen have ranged from $2 to $9 for the second person. It is occurring at a number of properties but not all.
I don't recall this being the case in the past. In fact, wasn't it once an HHonors benefit that your spouse stayed free? Did Hampton ever advertise that a second person in the room was no additional cost?
From the horse's mouth:
"Spouse Stays Free: The additional person room charge will be waived on every qualifying HHonors stay. The additional person is not entitled, however, to any benefits associated with a package purchased at the single room rate (for example, a single room rate which includes Continental Breakfast). Not available at Hampton Inn or Hampton Inn & Suites hotels."

I have seen $10.
On the web site, it states that spouse stays free except at HI's.

Yes, I am aware of what the website says. I'm fairly certain that it did not make an exception for Hampton Inns in the past. Any idea when this exception was added?
Frankly, with the cost of some Hampton Inns already in the stratosphere, I'll think I'll be booking one person and have my spouse sneak in after I have checked in in the future.

I beleive it's been around a fairly long time. I have seen higher rates for two people at Hampton Inns for several years now.

Unless I'm mistaken, it's always been there (or at least as far as I can remember).

It's usually $10 per person, $5 is a bargain.
