Hertz - Germany: taking car to UK?

I know most UK companies do not want their cars off the islands, but can I take a car from Germany to UK and then return in Germany?

Last time I checkedthe rules yes you can
Yes, you can drive pretty much anywhere in the EU, with notable exception of Eastern Countries for Premium Cars / Brands (so no BMW to CZ, PL, etc.)
When I moved from England to Germany, I hired a car from Hertz, drove to UK and back.

Yes, but pay attention to UK rules of the road. I think as driver you (rather than Hertz) will be responsible for applying black masking to those parts of the headlight that would otherwise blind oncoming cars on the other side of the road.
You can find them quite easily in most UK car care stores, eg Halfords (http://www.halfords.com/webapp/wcs/stores/servlet/product_storeId_10001_catalogId_10151_productId_17 2996_langId_-1_categoryId_165458).
