Japan - Congestion in NRT

I'm always amazed at the pile up of people in NRT at the security check point above the UA lounge. There are several other security check points all over the arrival gates that are user friendly and always empty...no need to wait in long lines.

For those not familiar with NRT, what the OP is referring to applies only to those who are doing an int'l-int'l transfer without going landside.
That particular security checkpoint is the last one before immigration so I guess when people realize there are no more, they pile into that. It's not always the worst in my experience: right after a 747/A380 arrives, the line is often worst at the first security checkpoint after the arrival gate.

Is this the checkpoint (with separate lines for UA First/Biz/Economy) right before going down the escalators to immigration in Terminal 1? The escalators I'm referring to have a "おかえりなさい Welcome to Japan" sign above them.
