Other Middle East and Africa Frequent Flyer Programs - EgyptairPlus: status accrual rules

On EgyptairPlus, they claim that all you need to achieve silver status is "reach a total of 30,000 miles earned from EGYPTAIR flights, or Star Alliance member flight". Does this mean that there is no time limit to achieve this amount of miles? It seems a bit weird, as in most FFP these should be achieved in a 12-month period. Can anyone confirm?

According to the Programme Rules (http://www.egyptairplus.com/MS_Member_WebSite/pdf_files/Programme_english.pdf), miles have a validity of 36 months, so you would seemingly need to accumulate 30,000 within a consecutive 36-month period.
