Manolo Caracol - located in Old Panama City (take a taxi).
It is a multi course(12>=?) pre-fix tapas sized menu. Whatever the chef finds fresh that day.
You will see mixed reviews, but I think that is just the nature of the offering. Some dishes were great, some were average.

I really enjoyed La Posta which is up the block from Le Meridian hotel. Web site menu is: http://www.lapostapanama.com/La_Posta_Menu_Main.html

Didn't really notice street food though.

Touristy, but worth a look:
Las Bovedas: Literally translates to "the Dungeons". Las Bovedas is restaurant/bar built inside the fortress walls that line the shoreline at the French Plaza. You eat in one of the 17th century dungeon rooms,

A bite to eat at the Locks is worth the view, as is the Gamboa Rainforest Resort.

Oh yeah, wherever you go, make sure you try the ceviche. National dish. Awesome everywhere I tried it.
Also, had good steak at Gaucho's downtown. Ceviche there was great as well.
