Canada - YYZ transfer from T3...to T3 ..

Hello all, can you help me ..
I arrive on the KL691 from AMS and am on a 1hr35 min connection to the KL8036 YEG flight (op by west jet)
I think the AMS flight lands at T3 (so YYZ's flight info suggests) not T1 , and my departing flight is also from T3 domestic.
How tight a connection is that in real terms after having to clear immigration and customs and rechecking in luggage?

It should be doable provided your flight arrives on-time or no more than 30 minutes late.
There is a "connections" line for customs that will let you skip ahead.
Once you collect your luggage it will be fairly smooth sailing as you are flying domestically.
In the event something does happen go speak with a WestJet agent.
WestJet offers 5 direct flights to Edmonton from YYZ each day. They are often not at full capacity. Also, if something happens WestJet will probably put you up in a hotel. I wouldn't worry about this one.
Remember: you won't be fed on that flight but there will be buy on board options.

I have never seen a connections line at YYZ T3 at CBSA checkpoint and I average 25 international arrivals at T3 per year. There is a transit to US line at customs after immigration's which sends you to the US CBP preclearance area.
International arrival transfer to Canadian domestic flight requires Full CBSA immigration and custom checks. In the case of YYZ T3 which is used by KL and its Canadian codeshare partner WS.
you line up at the immigration to see a CBSA officer. After you are cleared to enter into Canada you then pick up your bags. Depending on the officer you will walk into pass the custom check or have your bags checked. After completion of custom you place your bag onto the onward baggage belt.
Your time is very tight. I have flown KL691 a few times and there are quite a few other international arrival around the 3-5pm. Bags are usually on the carousel after about 20-30 minutes after flight arrival. Any delay gets magnified for you will be lining up behind other planeloads of arrivals and the baggage handler would be unloading another flight.
Since you are on one KL ticket they should take care of you. This Skyteam codeshare with WS is still in its infancy so the delay with KL691 might not show on WS's system.

Well the KL691 arrives at 19:35, and the KL(westjet)8036 leaves at 21:10 and is there last flight of the day , there is a Air Canada flight at 22:00 after ... but I doubt they would transfer me onto that .. it also would mean a terminal change to T1... I guess It will just be in the hands of the gods and all down to if the KL691 arrives on time...

It all depends on where you are coming from or where you are heading and which terminal.
There are two major terminal, T1 and T3. AC and *A are usually at T1 AA/OW and DL/ST are usually at T3.
Arrivals: There is international arrival where you clear immigration and Canadian arrival where you do not.
Departure: There are three different departure zones, Canadian, US and international. US departure have CBP preclearence prior to departures.
To answer your question, are you arriving intl departing US or arriving US departing intl? Which airline are you arriving and departing?

She will be arriving on Air Canada from China and going to the US via Air Wisconsin Airlines dba US Airways Express. I'm telling my friend she could be blocked due to being inadmissable. But I'm not sure if they would even need to go through customs.

She will be arriving and departing all at T1. At T1 there is a special intl to US bypass where a CBSA agent checks your passport and travel documents then you are headed to US departure CBP checkpoint. If there is a bag check needed then they use a video terminal to confirm you bags before pulling them.
Your concern is that she is a PRC passport holder with a US visa only and no Canadian visa? The best answer is to ask CBSA direct on their website.
