Hilton HHonors - Miles for Award Stays With Incidentals?

It happened for one out of five of my award stays this year. Is this just a fluke, or should I claim miles for the remaining award stays where I have incidental charges? Do miles accrue when incidentals reach a certain level?

Dont bother, techically you are not supposed to get rental car and airline miles on award stays although I seem to do so on about 50% such stays

Most often it appears you do get miles when you need to submit the stays for later posting (I presume there a code indicating an award stay that is picked up on the hotel submission) and you may get way with it if over the phone you are able to get a HHonors CSR to manually post the stay ( and you are careful not to tell him its a reward stay)
