Does anyone know if WS has enforced policies against hidden city tickets?
I know someone who needs to go YYC-YVR, but there is a sale rate to YYJ ($39 + GST less than YYC-YVR.)
What would be the best procedure?

Nothing to do with that. 737s are just too big to be economically viable at a reasonable frequency on the YVR to YYJ route.

Try booking to YLW via YVR. I have done that before.

I think it may have to do with putting B737's on a route that is less than 40 miles.

It costs exactly the same overhead to sell a seat, take off and land on that flight as it does on a Vancouver to Ottawa flight, but you have to spread all those costs and the wear and tear on engines, brakes, airframe pressurization and pouring fuel into engines to push it to cruise altitude etc over 39 miles instead of 2,200 miles!

Once an aircraft is in the air in efficient cruise, all it costs is fuel which is relatively cheap, flight crew salaries and various consumable items.

That's one of the reasons why short flights cost comparatively more than long flights.
