Africa - Nigeria visa invitation?

I'm wanting to take advantage of some of the (cheaper) fares to Lagos right now and trying to get a tourist visa. Sent passport + hotel confirmation + bank statement to Atlanta consulate but they got sent back and they want a formal invitation + copy of host's passport. Any idea how/where I can get one of these?
I'm planning on combining it with visiting some other nearby countries.. I have already applied and received my visa for Gabon.

I don't have specific experience with Nigeria (I got my visa 20+ years ago, overseas), but I typically request an invitation letter from my hotel. I find that hotels in countries with this requirement are usually ready and able to do this. And with revenues at stake, willing to do it.

I've always gotten my Nigerian visas at their various Embassies in Africa. Over here, I have found that they will settle for a copy of Benjamin Franklin's passport rather than a host invitation. In Atlanta, YMMV though.

Were you successful with your tourist visa? After living in Nigeria for 3 years and continuing to visit for another 18 months (ending in mid 2010), I never once heard of a person obtaining a tourist visa. Thus, I am curious about what it took to make it happen.
