oneworld - Crappy OW mileage % accruals, who comes up with them?

Just out of curiosity, how does reciprocal mileage accrual work?

I am a LANPASS member, so if I fly AA in a qualifying fare bucket then does AA have to buy the miles/kms off LAN to credit to my account?

Likewise if an AAdvantage member flies LAN then does LAN have to pay AA for AAdvantage miles? Do they have some way of reconciling them at the end of the month?

I understand all that when they match up nicely, e.g. LAN credits me 25% in economy from BOG to LIM and would also credit 25% to an AA member when they fly BOG to LIM too. But what about when there is disparity?

If I fly BA MIA to LHR in anything less than full discount I get 25% of the miles, but an AAdvantage member gets 100%. Who decides that? Does BA have to pay it but AA has twisted their arm as part of the JBA?

Moving on who pays bonus miles? In LANPASS bonus miles for elites are only for flights on AA and LA. Does LAN give me my bonus miles and AA has somehow made them give me bonus miles for flights on AA? If that is the case, how come other airlines don't make LAN do the same if that is how it works?

Not OW but Continental credits 100% of everything to its own FFP and also 100% to Avianca Taca's LifeMiles FFP. But only credits 50% to *A partner Aegean for deep discount tix.

Just wondering, what are the causes of just disparities. Is it the airline that ticketed the flight or the crediting programme that gives us small % accruals?
