I've seen plenty at F checkin. And tons at LGW checkin. More on the staff side as opposed to the pax cabin side though. :p

Depends on what type of dog. Service dog for the visually impaired or rescue dogs heading over to a disaster area, sure.

Compared to your average DYKWIA, the animals I've seen on planes are pretty well behaved.

People=passengers
Animals=cargo

A genuine service dog for a blind person, fine. A fake "companion", not fine. No matter how cute and clever your little Rover might be, he is a dog - you might think he's a human, but he knows he's a dog. He's fooled you into believing that he thinks he's a human, and that says more about you than it does about him.

I don't see any reason why the rules for animals should be different in the different cabins.

Why airlines haven't come up with a better solution yet makes me wonder. Travelling animals are becoming ever popular so why not develop a special compartment. Include things like gate check & return (this is the biggest problem why people don't want their pets in the cargo area - to many forgotten and DEAD pets on record)

Leave the dogs live free. You'd think you are doing them a favor or something they like by having them fly with you, don't you? Or buying them "clothes" and having them wear it, or taking them to a restaurant with you, or, or, or ...

When they declare cargo holds safe for people, in terms of temperature control, air pressure, etc. then other living creatures can be sentenced to ride there, too.

There can be a whole lot of reasons for traveling with an animal beyond your short little list of allowed dogs.
