Choice Privileges - Is there a pattern to the broad Europe 8,000 pt. "sales"?

If there is a pattern, when do they typically occur? Or were the two rounds last year the first? And I know individual hotel participation decays over time. I just wonder when they've started. Thank you. :)

(United has a nice reduced mileage sale for the early spring.)
