India - Indian visa in HK

Hi
My mum just tried to apply for a 5 year student visa, and they didn't even take the application- they just said that you cannot apply for a student/entry visa unless you are a HK resident.
Would Guangzhou/Bejing/Shanghai be able to give one to my mum? she has a invitation.
