IF i book a codeshare on SAS through united and book it in the S booking code does that mean I will be on economy extra?
I want to fly in SAS economy extra at the bare minimum. so I am unsure if i am correct but aren't the economy extra booking codes Y, B, and S?
also it is crazy how many booking codes on SAS don't earn the full miles on Star Alliance Partners

No, you never know what a booking code translates into on the operating airline.
If you want to fly SK Y for as little as possible, your best bet is to buy a cheap M ticket from SK directly and then use OptionTown and hope you get lucky.

Do you mean that you book with UA prefix booking class S? In that case you are absolutely not getting SAS Economy Extra, since S is one of the lowest booking classes at United.
I think it's doubtful whether you can buy a SK Economy Extra ticket as a UA codeshare at all, since UA does not sell "Premium Economy"-tickets...

This is how I understand it too. You can't book UA issued ticket in Economy Extra with SAS

This begs to call to question what would an S booking code from UA translate into on a SAS flight
I imagine if you bought a Y or B ticket from UA SAS would put you in their Economy Extra..
Second add a little bit to this is the Meal Service better in ecnomy extra. What are the Perks to this aside from the Legroom

Meal service is better, though only very marginal. Last time I flew economy extra it was just a matter of choice of maincourse. There is free alcohol between meals, and I think a better selection of snacks in between meals. IFE is better than economy as it is on demand in extra. On European economy extra you get champagne in the drink selection, not sure about long haul thougth.

If that is any hint, I think I have had a flight on UA metal bought as a code-share SK low booking class K or L translate to UA S in my earnings account.
Note that the concept of SK Eco Extra is different from UA Eco Plus. I honestly believe that you can't buy a UA ticket and get into Eco Extra, as that is sold as a separate cabin, and not as a part of Eco.
For "perks":

The legroom is the thing about SK Eco Extra. Sure, you get more alcohol (including champagne), a cloth napkin and non-plastic silverware, but the food of the first (main) serving is basically the same as in Eco.

No, if Y is the "highest" economy ticket with UA, it will most likely translate to M, which is the highest economy fare bucket with SK. If you want Economy Extra with SAS you cant book your ticket through UA or UA codeshare, but must book through SAS
