Frontier Airlines EarlyReturns - Is IND-CUN an international flight for baggage purposes?

We are flying IND-CUN and return on F9. Tickets are economy (cheap) bought this past summer.

Do we get one free checked bag? Some carriers do not treat flights to Mexico under international rules.

If treated the same as a domestic flight, first bag would cost $20.

According to their website, if you purchased your ticket on/before Nov 8, 2011 you get one free bag per person. A second bag is 20.00 and third,fourth,fifth etc are 50.00 each.

If you purchased your ticket after Nov 8, 2011 the first two bags are 20.00 each (no free bags) and third, fourth, fifth,, etc are 50.00 each.

That is for international flights only. My question is does frontier treat flights to Mexico as international flights. Not all airlines do.

Thanks. We bought our tickets long enough to get one free bag each then. That's all we need.
