Hi
I am a Canadian citizen (holds Cdn passport) that will be flying directly from Toronto to Shanghai China in December. I am also a Hong Kong SAR passport holder and a Home Return Permit (HRP)holder.
My question is can I enter China using HKSAR passport/HRP when I arrive Shanghai from Toronto?
If I can, then I wouldn't need to get a Chinese visa for my Cdn passport -- I can't find an answer on the web at all :(
Thanks in advance for your help.
Don

According to the consul general of Vancouver (who said on the record earlier this year or last, as reported by Chinese language newspapers in Canada), you need a Chinese visa. HRP good only for travelling from HK/Macau to mainland.
Otherwise, I believe most airlines (including AC) require HRP AND Permanent HK ID card for you to board.
HKSAR passport is NOT a valid travel document for entering mainland China.
Please also check Timatic , accessible from here

There is an enormous thread on this topic in one of the other forums; search for "HK ID" + "US passport".

I have seen passengers from North American flights use their HRP to enter PRC at PEK and PVG. YMMV.
You should check the legal ramification as to travel document usage with HKID/HRP, HKSAR passport and Canadian passport with Visa.
As for Me, I have paid for a multi entry visa that I use with my Canadian passport for all PRC visits. I have been mocked as being stupid for wasting money on a PRC visa; but that me and I am very well versed in citizenship laws as it applies to former Hong Kongers with overseas citizenship.

Thank you for your insight. I'm very surprised that I couldn't find any official statement from the government addressing this issue. I think the Chinese government is doing this purposely to continue on raking some additional cash while they are at it.

Chinese government does not recognize dual citizenship, so if you enter PRC using HKSAR Passport then PRC would not allow Canadian consular assistance in case of any legal problem.

Not just enter, the act of applying for and possession of a HK-SAR passport is deemed recognition of one's PRC SAR citizenship.
HKID holders born before July 1997 are PR of HK, not PRC SAR citizen.
SO
If you have a HK-SAR passport, while in PRC even entering using another country's passport and PRC visa you will not be entitled to external consular assistance as a PRC citizen.
This get even trickier for PRC citizens who has immigrated and claimed citizenship of another country.

No one can enter PRC using HKSAR passport. It is not a valid travel document for entering mainland China.

Sorry, my bad, but HRP holders would also be deemed as Chinese citizens by the PRC government.

Not sure about other countries, but the Consular Agreement between PRC and Canada "requires the countries to treat dual citizens exclusively as a citizen of their passport of entry."

The complication is potential loss of PRC citizenship.

If I had to choose between PRC and Canada, I'd choose to keep Canadian citizenship. :p
