Some other hotels in AC are also cheap around the same time. For example "Trump Plaza Hotel & Casino" also $27. "Golden Nugget formerly Trump Marina" $26 so I guess that is not a price mistake.

Yup, I live literally ten minutes away from A.C. Tne hotel rates are very cheap except on holidays and weekends. The best casinos to stay at are the Borgata and Harrah's Resorts. If you want to stay at the Boardwalk then I would say Caesars. This is if you have no status with their loyalty programs. Even if you did have status Borgata and Harrah's Resorts offers the best gaming floors and rooms imho.
every single one of them seemed to have at least one bug report (except for ACH). What is going on? Decided to pass.

Anyone know the best way to get from Resorts to Harrahs and back (late at night especially)? Aren't there free shuttles or something?

You can always taxi. Fares are are limited to I believe $13 within Atlantic City proper (meter will stop at $13 no matter how much farther you have to go).

The best way would be Jitney or taxi... The shuttle would be taken from Showboat but you would need to be a registered hotel guest if you are a Total Rewards Gold (lowest tier). Anyone that is Platinum and up get to use the shuttle for free.
*The area around Resorts isn't the nicest when driving to Harrahs.*
If you can get a room at Harrahs, Caesars or Borgata for a pretty low price then go there....
