Can camera bag be considered as personal belonging? I read the guideline and it says:

Personal belongings such as handbags, cameras, glasses, etc, may be carried on in addition to the above limitation.

Will they allow to have 2 pieces of personal belongings? I have one carry on, a backpack and a camera bag.

Also, can this type of collapsable tripod be bought into the airplane if it's packed inside the baggage?

The tripod should not be a problem if it's inside another bag. I've never had any issues with carry on baggage, but if your backpack and camera bag are both rather large you may be asked to check the suitcase.
