Korean Air Skypass - ICN-IAD upgrade?

I haven't flown Korean Air before, and don't usually fly Delta, but have accumulated a fair number of miles. But, I may have an ICN-IAD flight on Korean soon.

Is it possible to use Delta Skymiles to upgrade a Korean Air economy seat?

Any idea of the amount, and the chances of an upgrade clearing?

I'm also curious about this, too.
Have a meeting in KUL and the upgradeable KE fare IAD-ICN-KUL is about half the upgradeable DL fare through JFK or ATL. But can I use my skymiles to upgrade that fare?
