I have a little over 82,000 tier credits, and I hope to go over 100,000 and achieve 7* status by 12/31/11. Based on my normal play it will be close. Does Harrahs ever have bonus offers for (base)tier credits?

Not to my knowledge. The "tier" v "bonus" credit distinction is pretty sacred with Harrah's.
