Virgin Australia Velocity - Flexi fare flight changes?

Q - lets say I book a flexi fare where the flight is at the beginning of the day for say $199.

A bit later on I then want to change to a flight later on the day I've originally online and all of the other flexi fares for the same day are say $249....do I have to pay the difference to change to one of the other flights (assuming I'm making the change more than 24 before the flight) or is it free?

There are fees for changing so called "flexi" fares on Virgin Australia - which include "Any fare difference".
