"If you are transiting in Singapore and have at least 5 hours to spare before your connecting flight, you can register for a 2 hour sightseeing tour of Singapore, with a choice of a Colonial Tour or Cultural Tour. Registration is based on first-come-first-serve basis and are subject to entry visa requirements stipulated by the Immigration & Checkpoints Authority. Certain conditions apply."

I am just wondering what are the 'conditions'. Say if I am spending a few days in SIN, and my departure is very late at night. Can I take advantage of the free tour(s)?

No, the free city tour is for Transit passengers only.

Important Note:
The Free Singapore Tour described on this page is meant for transit passengers only. So if you are already in the city, you may not join this tour. Note also that it is subject to immigration requirements, i.e. the traveller should be holding a valid visa (if required), passport, etc.

True about the in-transit status needed for the free tour, but Singapore is super easy to self tour. Wonderful public transportation.

That said, I adore Changi airport and always allow plenty of time there for shopping and eating.

I have an iPhone/iPad app for Changi.

The level of hospitality in Singapore is fantastic!
