We are thinking of going withmy 93 y/o dad to Christchurch: he says its his favorite spot, even thought of living there once. What is the tourist situation now? I've heard there are still aftershocks.

Many to most of the hotel accommodation in the city is not available. Many hotels demolished / will be demolished. The central business district (red zone) has no public access. Many high rise hotels are/were in the red zone. There are insurance & demolish, & building people working in Chc now. Suburban motels are doing good trade.
Quakes still happen. Been over 7500 since Sept 4 2010. There was mag 5.5 ago when I was near Chc 10 days ago (the 8th biggest)
Chc will now not be like your father remembers :(

To add to Mwenenzi's comments.
Accommodation is mostly limited to motels and similar, and anything in or near the city tends to be fairly full as are flights between AKL or WLG and CHC. By October 2013 I'd expect there to be more accommodation available, but any new/replacement big hotels are several years away.
Many areas are open to public (e.g. Hagley Park), but parts of the CBD (e.g. around the cathedral) are closed, and possibly will still be closed in a years time.
