It depends on the time of year you're visiting, and what your interests are. Here are some ideas off the top of my head...
Do you love castles & wine? head to Germany.
Love the mountains? head to Switzerland, northern Italy, parts of Austria.
Architecture & museums? head to one of the many "greats" - Budapest, Paris, London, Amsterdam, Rome, Vienna, Madrid, Barcelona...
Quiet, smaller towns? Brugge, anywhere in the Netherlands that isn't Amsterdam, Cotswolds in England, Cesky Krumlov (bet i spelled that wrong - it's in Czech Republic), western Austria, southern Spain (Andalucia)
Off the beaten path? Try Eastern Europe (most of which is less expensive than Western counterparts) - maybe Croatia, Slovenia or even Poland

And while not as high as Alps, don't forget High Tatras in western Slovakia.
