If enough PAB are collected for the qualification of a certain status before March 31st, does IB recognise the tier as soon as the PAB mark is met? Would they send out the card beforehand thus enabling one to enjoy privileges for a longer period of time?

No - like most airlines IB wait until you have actually flown a segment before awarding you the PAB points. Also it may take at least 24 hours for the PAB to post to your account.

I think you misunderstood my question. Imagine if in October you earn enough PAB to get you to a certain elite status.
Would IB send out the new card (effectively granting you with not only 12 months of privileges, but 12 months + 6 months (from October to March, which is the PAB collection deadline),
or would they wait until April to send it out?

The answer is affirmative to both questions.
As soon as you met the needed PAB mark, IB will recognize your new status, whatever it is. Also, a new card will be send to your address.
The expiration date of the new card will be the end of next Iberia Plus year.
For example, as you said.
IB Plus year (2011-2012) started April 1st. If you become, let's say, IB Plus Gold on October, your new status will last until March 31st, 2013.
