Mid-Atlantic - Storing luggage temporariliy in Philadelphia?

I've been doing some research and it seems that you can store baggage at the 30th Street Amtrak station, but I've seen conflicting reports on whether or not you need to be an Amtrak passenger. The website doesn't allude so I don't know if anyone who has been there before can confirm that you can just store your luggage there if you're a non-Amtrak rider. I'm coming in via the Airport then taking SEPTA to the 30th St Center to check in my baggage and then Center City for the afternoon before picking it up later in the evening.
