South - Do I have to recheck my luggage in Atlanta Airport?

Hey there, it's my first time flying with a connection and I need this answering!
I'm flying from Manchester, UK to South Carolina with a layover in Atlanta. I have all my flights booked on the same itinerary with the same ticket number. I'm flying with KLM, but operated by Delta Airlines.
Question 1: Will I have to recheck my luggage in Atlanta? Considering I'm coming from the UK.
Question 2: Since I'm flying with the same airline on the same ticket number, I assume baggage fees are the same as when I left the UK when I connect? (i.e one free hold baggage and one hand baggage)

Also, I have a 7 hour layover in Atlanta. Can I leave the airport in this time to do something worthwhile, and if so is there anything worth doing? Cheers!
Since ATL is your point of entry into the US, you will clear immigration there, then claim your checked bag and clear customs there. Right after customs, look for a re-check station to drop your checked bag to go on to your final destination.
If you're returning on the same route, you'll check the bag when you depart SC all the way to Manchester, no need to so anything with it in ATL.

7 hours is plenty of time to get outside of the airport. Atlanta is a very large city but I'd have to have an idea of what day of the week and what time of week you would be here as well as an idea of something you would want to do. Museums? Shopping? Restaurants? Other attractions?

I'm going to be in Atlanta from 2.30pm to 9.30pm, on a Thursday. If I recheck my bags, I assume I can leave the airport after I've done that and have a bit of a wander for a bit?
What are the cheapest things to do whilst in Atlanta? I'm interested in all kinds of things, whether it's just lazing around in a park or going to visit museums and the likes. Is the public transport easy to figure out?

Our trains are very simple (too simple for my taste, they don't go enough places). Along the train lines you could visit the High Museum of Art (about $20), the Aquarium (which is huuuuuge) is easy to get to but is only open past 5 on certain nights ($20). Food and shopping are easy to get to. If you happen to be in town on the night of an Atlanta Braves game, tickets can be very cheap.
While not right inside the city of Atlanta, downtown Decatur is on the train line and has a nice collection of shops and restaurants. If you want to see the big buildings, downtown proper isn't too interesting outside of business hours but Buckhead is good for shopping/browsing and a meal.
