Virgin America Elevate - Row 3 MCS - Room for Bag In Front of Seat?

Is there room in the first main cabin select row (row 3 with the divider in front) for a medium carry-on bag (ie. messenger bag) to be placed in front of your seat?

Or would it have to go under your seat?

Other passengers in row 4 might end up using your under seat space instead of you. Instead, Row 3 MCS comes with a dedicated overhead bin. Your bag can go there.

Bulkheads are typically not approved storage areas.

No. There is nowhere to put your messenger bag other than in the overhead. This is true for rows 1, 2, and 3.
